The single most common reason a building fails an inspection, and the one area where getting it wrong carries personal liability for the Responsible Person. Remediation can be financed. Fire safety work has a habit of arriving as an unbudgeted enforcement notice. Alarm replacement, compartmentation and door programmes can all be spread over a fixed term rather than taken out of this year's numbers.

Fire safety duties sit with the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005, as amended by the Fire Safety Act 2021 and the Building Safety Act 2022. We carry out and document the work; the legal duty stays with you, and we will tell you plainly where it bites.

Two things run in parallel

A consultancy process that takes a project from enquiry to final account, and a job system that puts a vetted subcontractor on site and evidences the work.

Part one · The process

Ten stages, three phases

Every appointment runs the same route. You always know which stage you are at and what has to happen before the next one opens.

New enquiry

Client contact received and the initial brief captured — what the work is, where it is, and the timescale it has to land in.

Consultation and site visit

Scope and objectives discussed with you on site. Constraints, access, existing condition and anything that will move the price later gets picked up here rather than at valuation.

Fee proposal and appointment

Proposal issued and contract signed. This stage has six steps of its own:

Confirmed scope and budget range set, based on the site visit.
bCost estimation
Quantities and rates priced against the confirmed scope.
cSubcontractor sourcing
Trade quotes requested and compared in parallel with the estimate. At this stage quotes are indicative — a formal tender follows at stage 06 unless otherwise agreed.
dFee proposal compiled
Works cost and consultancy fee combined into a single proposal. Funding options are prepared alongside it.
eProposal issued
Written proposal sent to you for review.
fContract signed
Appointment confirmed and work can begin. Any finance facility is agreed before this point.

Project setup

Team allocated and the brief confirmed internally, so everyone working on it is reading the same scope.

Design and pre-construction

Surveys, specifications and drawings prepared — the documents the tender will actually be priced against.

Tender and procurement

Contractor selection and appointment. This is where the indicative pricing from stage 03c is formally tested and the subcontractor is confirmed.

Monitoring

Site inspections and progress reports through the works, against programme and against specification.

Variations and valuations

Instructions issued in writing and interim payment certificates raised. Changes are priced when they are instructed, not argued about at the end.

Practical completion and sign-off

Snagging carried out and the completion certificate issued. Completion photographs uploaded by the subcontractor are checked against the spec as part of this.

Final account

Final payment submitted and the application closed out, including release of retention where it applies.

Stage gates can be aligned to RIBA Plan of Work or APM stages where a project or funder requires it.

Once a requirement is matched, the job moves through four states. Step through them below.

Before you ask

How quickly will I be matched?

Most requirements are matched within 48 hours. Urgent and make-safe works are prioritised — flag it on the form and we will call you rather than wait for the system.

Do I deal with the subcontractor or with you?

With us. We hold the appointment, monitor the work and certify payment. The subcontractor works to our specification, which is what keeps the standard consistent across a panel.

What if the work isn't up to standard?

Completion photographs are checked against the specification before sign-off, and snagging is closed out at stage 09. Work that fails inspection is not certified for payment.

Can the works be financed?

Yes. Hire purchase, finance lease and project funding are available through our sister business. See finance options.

Do you cover soft FM as well as hard?

Both, plus the strategic layer. A single contract can cover planned maintenance, statutory testing, cleaning, security and grounds.

How it works

What the score is, and what it isn't

  • It reads your filed accounts. Turnover, balance sheet, filing history and age of company — all already public at Companies House.
  • It leaves no footprint. Nothing is searched against your credit file, so checking costs you nothing and nobody else sees it.
  • It's a guide, not a decision. A strong score doesn't guarantee an approval, and a quiet one doesn't mean no — lenders weigh things public accounts can't show.
  • It tells us where to take you. Knowing the profile up front means we approach the lenders most likely to say yes, rather than papering the whole panel.

Newly incorporated companies often have no meaningful accounts filed yet. That's normal and it isn't a problem — it just means the conversation starts with us rather than with a number.

How it fits

Funding sits alongside the proposal

  • Proposal first. We price the works and issue the proposal, so the funder is looking at a defined scope and a real number.
  • Application in parallel. You apply while the proposal is under review — it doesn't hold up the programme.
  • Decision, then appointment. The facility is agreed before contracts are signed, so you're not committed before the funding is.
  • Drawdown against valuations. On staged projects, funding can be released against interim certificates as work is completed.

Finance is subject to status and credit approval. 3S Consult is not a lender. Applications are handled by Novora Asset Finance, who will set out the terms, the total cost and any fees before you commit. We are not able to give you financial advice — if the decision is finely balanced, speak to your accountant.

Do I have to use finance to work with you?

No. It's an option, not a condition. Plenty of clients pay against interim valuations in the normal way.

Can you fund a maintenance contract, not just equipment?

Often, yes — particularly where the contract includes a capital element such as plant replacement or an upgrade programme. Ask us before you assume it can't be done.

What if I've been declined elsewhere?

A single decline doesn't mean the deal is unfundable — lenders have very different appetites by sector and asset type. That is what a broker panel is for.

  • Employer's liability where you employ, plus UTR and VAT details if registered.
  • Trade accreditation relevant to your work — Gas Safe, NICEIC or NAPIT, SSIP, CHAS or equivalent.
  • CSCS cards for operatives attending site.
  • Method statements and risk assessments you can issue per job.
  • A smartphone. Completion photographs are uploaded against every job — that's how sign-off works.

Applications are reviewed against current panel coverage. If your area and trade are already well served we'll keep your details on file and come back to you when demand moves.

The application form works out which documents apply to you from your trade and the size of work you take on. A decorator doing small jobs is asked for four. A gas and electrical firm on £50k contracts is asked for fourteen.

Straight answers

Do I have to take every job I'm sent?

No. Jobs are offered. You see the scope and the required dates, and you accept or decline. Declining doesn't affect your standing on the panel — not responding does, because the job has to re-route.

When do I get paid?

Interim valuations through longer jobs, and the final account at close-out. Payment is certified once completion photographs have been uploaded and the work passes inspection against the spec.

What do the photographs need to show?

The completed work, any areas that were made good, and anything you flagged as a variation. Enough that someone who wasn't on site can see the job was done to specification.

Is there a fee to join?

No fee to join the panel and no charge for jobs offered to you.

3S Consult is a multi-discipline consultancy working UK-wide, from a base in South Wales. We started in construction and facilities management, and added the services our clients kept asking us to recommend someone for.

Why the divisions exist

The gap in most projects isn't advice — it's the handover. A specification gets written, then the client goes looking for someone to build it, someone else to fund it and someone else again to sort the paperwork. The standard drifts at every join.

We closed those gaps by holding more of the chain. We keep a database of subcontractors by trade, postcode area, accreditation and capacity. We arrange the funding through our own sister business. We build the systems ourselves. And the HR sits with a specialist partner we coordinate.

Because the subcontractor accepts the scope, commits to a start date and uploads completion photographs, there's a record of the work at every point — which matters when it's time to certify payment or defend a final account.

How we work

  • One proposal, one number. Works cost and consultancy fee combined, with the funding option alongside it.
  • Changes priced when instructed. Variations issued in writing and valued as they arise, not argued over at final account.
  • Evidence, not assurances. Photographic sign-off against specification before anything is certified.
  • Sustainability where it pays. Specification choices that cut running cost, waste and rework — not a badge on the letterhead.
  • We say when it isn't us. If a job needs someone else, we'll tell you rather than stretch to fit it.
