Fire safety is the most common reason a building fails an inspection, and the one area where getting it wrong carries personal liability for the Responsible Person. Our fire safety service covers all of it under one contract: the fire risk assessment, the alarm and lighting systems, the doors and passive protection, and the records that prove the work was done.

Most buildings end up with four or five separate fire contractors, each holding their own certificates and nobody holding the whole picture. Gaps appear at the joins. A risk assessment lists actions that never get priced, or an alarm is serviced while the doors it relies on are wedged open. We hold the lot, so the actions from the assessment turn into specified, priced work and the evidence lands in one place.

Fire risk assessments

The legal starting point under the Fire Safety Order, documented and reviewed, with every action costed.

Fire alarm systems (BS 5839-1)

Design, installation, commissioning and periodic servicing, with remote monitoring where the risk warrants it.

Installation, monthly function tests and annual full-duration tests, logged and certificated.

Surveys, new doorsets and remedial works, with a regular inspection regime set by the risk assessment.

Fire safety law: who is responsible

In England and Wales, workplace and non-domestic fire safety is governed by the Regulatory Reform (Fire Safety) Order 2005, as amended by the Fire Safety Act 2021 and the Building Safety Act 2022. The duty sits with the Responsible Person: usually the employer, and otherwise the person in control of the premises, such as the owner or managing agent.

The Responsible Person must carry out a suitable and sufficient fire risk assessment, put the resulting measures in place and keep them maintained. That covers detection and warning, escape routes, emergency lighting, fire doors and compartmentation, and staff training. Enforcement is carried out by the local fire and rescue authority, which can issue enforcement or prohibition notices.

We carry out and document the work. The legal duty stays with you, and we will tell you plainly where it bites.

Where fire compliance usually slips

The problems we see most often are not exotic. A risk assessment that has not been reviewed since the layout changed. Alarm servicing that lapsed when a contractor left. Emergency lighting that passes the monthly flick test but has never had a full-duration test. Fire doors with missing seals, failed closers or new holes cut for cabling. Each one is fixable, and each one is easier to fix when a single contract holds the list.

Share the premises, how it is used and any recent inspection or enforcement letter. Most requirements are matched within 48 hours, and urgent work is prioritised.

Assessment and proposal

We start with the fire risk assessment, or review the one you have, then specify and price the actions. You get one proposal and one number, with funding alongside it.

Step 3

Delivery and sign-off

Work goes to a vetted, SSIP-accredited subcontractor on our panel. Completion photographs are checked against the specification before anything is certified, and certificates go into your fire logbook.

Fire safety work has a habit of arriving as an unbudgeted enforcement notice. Alarm replacement, compartmentation and fire door programmes can be spread over a fixed term through our sister business, Novora Asset Finance™, rather than taken out of this year's numbers. Evidence

How the work is evidenced

Every job is photographed on completion and checked against the specification before sign-off, so there is a record of what was done, where and when. Test certificates, commissioning records and assessment reviews are filed together, which gives you a fire logbook you can hand to an inspector or insurer.

Who is the Responsible Person for fire safety?

Under the Fire Safety Order it is usually the employer. Where there is no employer in control, it is the person who has control of the premises, such as the owner, landlord or managing agent. In shared buildings there can be more than one, and they are expected to cooperate.

Do I need all of these services?

Probably not all of them. The fire risk assessment tells you which measures your building needs, and we price only those. A small office will need far less than a multi-storey building with sleeping accommodation.

Can you take over from our existing fire contractors?

Yes. We review the existing certificates and service records, identify anything overdue, and bring the testing regime onto one schedule under one contract.

We have received an enforcement notice. Can you help?

Yes. Flag it on the form as urgent. We will review the notice and the existing assessment, then specify and price the works needed to meet the deadline set by the fire and rescue authority.

Does 3S become the Responsible Person?

No. We carry out, manage and document the work, but the legal duty stays with the Responsible Person. We will be clear about what the duty requires of you.
